master planning

rowe design group has performed campus-wide engineering master planning for clients in both the public and private sectors. rdg has provided engineering master planning services for the commonwealth of massachusetts on more than 15 projects, including the design a fire alarm and electrical distribution system for the 17-building deer island complex. other major master planning clients include digital equipment corporation, the united states air force, and the cities of boston and gloucester. services include long range analysis and master planning for civil, structural, electrical, plumbing, and hvac engineering systems.

engineering master plan

at the digital equipment corporation maynard, massachusetts campus, rdg provided engineering for 17 buildings, a total of 1.1 million s.f., including electrical distribution, chilled water distribution, redesign of the boiler plant, a new emergency generator grid, fire alarm, and security, all connected in a 30,000 point anderson control system.

at hanscom air force base in bedford, massachusetts our master planning efforts included the design of water distribution at 14 buildings, analysis of the main steam and chiller plant to determine efficiency, billing rates, and subsequent design of the fuel oil system and energy recovery system for the main steam plant, fire alarm, and sprinkler upgrades in 12 buildings, review of the heating plant for capital improvements, and design of ddc control systems and hvac upgrade in five buildings.

amherst college in amherst, massachusetts has been a client of rdg since 1990. in addition to our architectural, engineering, and construction management services, we have provided campus-wide master planning support on such projects as the steam distribution master plan, hvac analysis and upgrades at multiple buildings, and development of preliminary programming and budgeting for long term capital improvements.

energy audits

rdg has provided energy audits for many clients, including new england telephone and telegraph, the archdiocese of boston (more than 20 separate audits), and the division of capital planning and operations of the commonwealth of massachusetts. recommendations were implemented by the city of gloucester housing authority, including design and installation of a street power grid serving 40 units of public housing.

capital improvements

rdg has provided capital improvements planning services for both public and private clients. asahi international, ltd. is an international real estate development firm with headquarters in tokyo, japan. rdg has been performing long range master planning for capital improvements on the east coast properties of this firm since 1982. more than 12 buildings totaling in excess of 12 million s.f. have received in-depth evaluation for long term engineering systems efficiency and longevity.


william rowe, president of rdg, is a member of the american arbitration association and has performed successfully as an expert witness in court cases for a number of clients, including abb power systems (code analysis of a high voltage power converter), the plymouth-carver school district (a construction dispute), the transcript-franklin building, and on behalf of the law firms of burns & levinson, hill & barlow, brigham dana gould, and kopelman and paige. mr. rowe regularly consults on the building code and assisted in the development of the massachusetts architectural access board regulations. he is the author of hvac: design criteria, options, selection, second edition, and cost planning and estimating for facilities maintenance, both published by r.s. means co., inc.
